Yelena Kaminskas (nee Shebunova), the mother of Shoigu's illegitimate children, had her residence permit revoked by the Migration Department this summer and later appealed. Lithuania's State Security Department told LRT her presence in Lithuania could pose a threat to national security.

Shebunova had a temporary residence permit in Lithuania since 2017. After she married Lithuanian businessman Adolfas Kaminskas, who recognized Shebunova and Shoigu's illegitimate daughter as his own, the girl became a Lithuanian citizen in 2019.

Adolfas Kaminskas received a Russian passport this spring, according to the official Russian register, and the family declared their departure from Lithuania to Russia in August.

The information about the Russian defense minister's extramarital affair and children born in this relationship were disclosed by The Insider, a Russian independent online newspaper, in 2019.

Construction investments

Siena, a Lithuanian investigative journalism center, and The Insider also released information about Adolfas Kaminskas' business on Sunday. Siena points out that Adolfas Kaminskas started divesting in Lithuania during the war. Currently, he now only owns Motoideja, a company founded 20 years ago, in Lithuania. However, financial documents submitted to the Lithuanian Center of Registers show the company has been largely inactive since 2019.

According to Siena and The Insider, Adolfas Kaminskas has invested in as many as three major construction projects in Vilnius over the years.

The businessman joined Panda Investments, the business of Aygozel Gulmedova, the daughter-in-law of Yury Borisov, who became notorious during the impeachment of ousted Lithuanian President Rolandas Paksas, in the middle of 2018 and became the company's sole shareholder. The company invested in several construction projects in Vilnius.

Despecto was Adolfas Kaminskas' another investment which saw the development of the Moon Play entertainment complex in the Virsuliskes area of Vilnius.

Siena reports that businessman Paulius Kveselaitis who owns Homa, a real estate company, took over these companies from Kaminskas in September.

Supplied materials to military bases

The investigation revealed that Yelena Kaminskas, Shoigu's ex-girlfriend at the time, had a 30 percent stake in Spetsstroykonstrukciya, a construction company established after the annexation of Crimea in 2014. The company then won a tender worth tens of millions of euros to supply materials for the construction of Russian military bases. Yelena Kaminskas' business rented the necessary equipment from a company subordinate Shoigu's ministry.

The Insider estimates that this and other Yelena Kaminskas-linked companies have earned a total of around 6.5 billion roubles (over 100 million euros at current exchange rates) from the structures subordinate to Shoigu. The woman's most prominent asset was a villa worth around 20 million euros and situated in an elite area near Moscow near the property of the Rotenberg brothers, oligarchs close to Russian President Vladimir Putin.
