According to the EC, Lithuania has performed very well in the area of digital public services, where its score is almost twice the EU average, moving from 12th to 10th place. The number of e-government users has steadily increased, reaching 70%.
“Lithuania has successfully continued to improve its digital public services and today we are performing above the EU average. Lithuania is also investing heavily in the development of digital government solutions in the GovTech pilot environment, which contributes to Lithuania's contribution to the European Digital Decade goals. We are moving in the right direction, but it is important to align investments with strategic reforms, especially in the area of digital skills, and we need to increase support for the digitalisation of small and medium-sized enterprises,” said Aušrinė Armonaitė, Minister of Economy and Innovation.
Lithuania also scores well in the area of open data (89% compared to 81% in the EU). The country is making steady progress towards making all public services available online.
In the area of digital inclusion, Lithuania outperformed the EU average for most of the indicators, ranking 13th.
In the area of human capital, Lithuania ranks above average in ICT graduates (4%, EU average 3.9%) and well above the EU average in gender balance in ICT (24% of ICT professionals are women, compared to 19% in the EU average).
Estonia ranked 9th, Latvia 17th and Poland 24th. Across the EU, Finland, Denmark, the Netherlands and Sweden are the top performers in overall digital performance.
Since 2014, the EC has been monitoring Member States’ digital progress and publishing annual reports. Each year, they provide country indicators to help Member States identify priority areas for action. The DESI index shows the digital maturity of Member States and helps to analyse their progress over the past year.
Lithuania’s target is to be ranked 10th in the DESI report in 2025 and 7th in 2030 with the planned reforms.
