Under the proposal, contracting authorities would be allowed to evaluate suppliers themselves according to certain criteria.

The Lithuanian government last week approved amendments to several legislative acts allowing water management, energy, transport, postal companies as well as companies rendering some other services to be more flexible in their decision as to when they could reject tenders and terminate contracts already signed if it were necessary to mitigate a threat to national security in cases of mobilization, war or a state of emergency situation.

Regulations would apply to institutions that are involved in national security and/or defense, are part of a secure network and are of particular importance. Amendments would concern technology and software procurements that may pose risks and would prohibit procurement from the countries that constitute a threat.

At present, the transactions of strategic companies are screened by a governmental commission that evaluates transactions on a case-by-case basis.
