Suspecting that the Cypres Reliability device might be used for military purposes, customs officers turned to the Ministry of National Defense.

Specialists from the ministry's movement control center later confirmed that the air navigation device was in fact on the list of controlled arms and ammunition goods.

Such an air navigation device is meant for paratroopers to perform tasks. Such goods need an export license but the exporter failed to provide such a document and had declared the item to be non-military.

Customs officers produced a goods detention protocol and launched an investigation.

Exporters of dual-purpose military equipment and ammunition goods without a license face criminal liability.
