Abu Zubaydah'a lawyer has already provided the prisoner's authorization to transfer the money, Ricardas Dzikovicius, head of the legal representation group at the Justice Ministry, told BNS.

"We need to have proper authorization to be able to transfer the compensation to the applicant's account and pay his lawyer. The lawyer already has authorization but it needs an apostille," he said, explaining that it's a form of authentication issued by foreign countries to confirm the document is real and issued by their institutions.

"I cannot comment as to why the lawyer has not turned to US institutions all this time to gain the authorization's apostille, but to avoid further delay, Lithuanian institutions have offered their assistance and agreed to mediate to receive the authorization's apostille from US institutions," Dzikovius said.

"We will turn to the US to receive an apostille for her authorization," he said, adding that once it is done, Lithuania will be able to immediately transfer the money.

The Palestinian's lawyer earlier lodge a request for the litigation costs, i.e., her pay, to be transferred to her account, and Abu Zubaydah'a compensation to be transferred to the account of his family member.

The ECHR ordered Lithuania to pay a total of 130,000 euros, including 100,000 euros to Abu Zubaydah and 30,000 euros to his lawyer.

Abu Zubaydah is currently at the Guantanamo Bay detention camp in Cuba, suspected of his involvement in the September 11 attacks.

The Americans detained Abu Zubaydah in Pakistan in 2002. The man is suspected of involvement in the September 11, 2001 attacks on the United States.

The Palestinian won the ECHR case against Lithuania three years ago after the court ruled that he was kept in arbitrary detention at a secret prison in Lithuania and awarded him 130,000 euros in damages.

Lithuania does not admit to this date there was a CIA prison in the country.
